This is a snapshot of the security situation across Nigeria from December 24 to 29, 2018 in collaboration with our security partners, PR24 Risk Management Consulting.
The focus is on violent crimes, civil unrests, robbery, kidnapping, insurgency, militancy, disasters, etc.
(Medium-High Risk)
Contrasting acts of violence and socio deviant behaviour characterised crimes and undermined security in this region. Sporadic and organised abductions and road traffic accidents (RTAs) have persisted, particularly in Lagos State. Further, Ekiti State has entered a new and dangerous chapter as the state is beginning to bear the brunt of increased crimes heralded by homicides and gunmen attacks in recent weeks.
Highlight: Tension brewed in Ajilosun area of Ado Ekiti, Ekiti State capital, on December 27 as-yet-to-be identified gunmen shot a man dead around 6.15a.m while driving along Ado-Ikere Highway.
Advisory: The increased dynamism and peculiarities of the festive season have given rise to new conditions that provide fertile ground for the perpetration of organised and opportunistic crimes. Personal alertness and consciousness of the environment are therefore keys to staying safe. All forms of travel should be well planned and managed as travellers may encounter traffic challenges due to the increase in the number of travellers. Also, it is important to keep a low profile when travelling and keep abreast of local news.
South-South/East
(Medium-High Risk)
Increased rate of violent crimes, robberies, kidnappings, and civil unrests have undermined safety in
this region. Also calling for urgent attention is the increasing spate of fire disasters, numerous cases of which were recorded in Delta, Enugu, Rivers and Edo states with many lives lost and properties worth millions of naira reportedly destroyed. A new twist has been added to the Niger Delta conundrum by the emergence of a militant group that has subsequently threatened to disrupt the 2019 elections.
Highlight: A new militant group – War Against Niger Delta Exploitation (WANDE) on December 27 threatened to disrupt the 2019 elections if its demands on the development of the Niger Delta region were not met by the Federal Government.
Advisory: Environmental awareness and access to accurate security information are of utmost importance. Ensure business travels are well planned, secured and properly managed. Further, information on local conditions before travelling to the region could prove useful. Likewise, owing to the spate of kidnappings, road travel across states in the region could be treacherous. Finally, the threat by the WANDE should be tracked by GSA.
North Central
(Medium-High Risk)
The state of affairs in the region remains critical as negative security imperatives persist. Violent crimes and civil unrests remain as signposts of these negativities with upsurge in both Benue and Plateau states. Meanwhile, herdsmen struck, sacking a Benue community, killing and maiming residents. Unidentified gunmen also attacked Barkin Ladi in Plateau State, killing 10 persons and injuring five in a fresh attack. Further, the Police has reportedly arrested three persons in connection with the gruesome murder of former Chief of Air Staff, Alex Badeh.
Highlight: On December 28, about 10 persons were confirmed dead while five others were injured in two fresh attacks carried out by gunmen in Barkin Ladi Local Government Area of Plateau State.
Advisory: Plateau, Kogi and Benue states are still considered as volatile areas. Residents and travellers are encouraged to maintain alertness as there is a high propensity for civil unrest and armed attacks in the region. Security conditions in the region remain fluid. Kidnap for ritual and incidences of ‘One Chance’ is becoming a growing concern, caution is advised when boarding public transportation.
Northwest
(Medium-High Risk)
The resurgence of armed banditry and the political dynamics surrounding it grabbed major headlines in the country. Recent weeks have witnessed vicious attacks by armed bandits in Zamfara State, leading to street protests, riots, and civil unrests. Meanwhile, the Police has deployed another unit to tackle armed banditry in the state and forestall further breakdown of law and order.
Highlight: Unable to bear any longer the resurgence of armed bandits and the unceasing killings and kidnappings, residents of some parts of Zamfara State on December 24 trooped out in protest over the worsening security situation in the state.
Advisory: Residents and travellers are advised to be alert and conscious of the environment. In addition, road travel is still threatened by incidences of armed banditry, especially in Zamfara State where there is palpable tension. Commuters are urged to be vigilant and monitor local media. Travellers are also advised to take caution and avoid night trips as much as possible. A robust, context-based security programme is advised.
(High-Extreme Risk)
Insurgents continue to wreak havoc in some parts of the northeast. Borno and Yobe states came under the spotlight as the terror sect attacked Katarko community few kilometers away from Maiduguri and also invaded Makalama community in Chibok Local Government Area. Likewise, a fierce battle was reported in Baga, Borno State, as the military repelled a Boko Haram terrorist attack in the state.
Highlight: The Nigerian Army has confirmed that a Naval personnel was killed when troops repelled an attack on the headquarters of the 7 Brigade Multinational Joint Task Force (MNJTF) at Baga in Borno State. The attack occurred on December 24.
Advisory: Threat conditions are severe hence, we strongly advise against non-essential business travels to the region, especially communities that border Chad, Cameroon and Niger Republic.
