This week we present a snapshot of the security situation across Nigeria from January 7 – 12, 2019 in collaboration with our security partners, PR24 Risk Management Consulting.

We focus on Violent Crimes, Civil Unrests, Robbery, Kidnapping, Insurgency, Militancy, Disasters, Rising Threat Levels, National Security & 2019 Elections, Rising Rape of Minor Cases, Increased Reports of Kidnap for Ritual, etc.

Southwest

(Medium-High Risk)

The tendency towards violent crimes increased in the region. Statistics indicate a spike in reports of murders, while robbery, rape and assault cases were also on the up. This was reinforced by the gruesome murder of three yet-unidentified persons during the commencement of the All Progressives Congress (APC) rally in Lagos State.

Highlight: Three feared killed as APC begins campaign in Lagos, party chairman apologises, blames infiltrators.

Advisory: In this region, unsuspecting individuals are liable to assault, or even murder due to clashes between supporters of rival political parties, especially in the run-up to the forthcoming elections. Thoughtfulness and situational awareness are advised, during travels in capital cities like Lagos, Ibadan, Akure, and Abeokuta. Also individuals are advised to keep valuables safe and hidden to reduce their vulnerability to crimes of opportunity.

South-South/East

(Medium-High Risk)

This region recorded low criminal activity. The most noteworthy incidents were road traffic accidents (RTAs). The respective governments’ efforts at keeping the peace and ensuring stability in an election year, largely accounted for this circumstance. However, this region, although relatively calm in the period under review, still recorded instances of violent crimes. A kidnapping was reported in Erho Abraka community in Delta State.

Highlight: Man stabbed to death in Rivers State for putting up campaign posters on buildings.

Advisory: This region is prone to both political and community-based protests and clashes. With 2019 being an election year, regional and militant agitations could pick up at any time. Road travel across states in the region can be dangerous – being alert and security consciousness are advised, because armed attacks are unpredictable. Where possible, business travel in and out of the region should be secure and properly managed.

North Central

(Medium-High Risk)

Violent crimes and militancy top the insecurity log in the region. The Nigerian army successfully repelled attacks from local gangs, militants and Boko Haram insurgents in the region. Traders, protesting against the state government’s plan to relocate an existing market in the town to the newly constructed Keffi market, took centre stage in Nassarawa.

Highlight: Army killed 17 bandits, arrested 67 in Nasarawa, Benue and Taraba states.

Advisory: Violent crimes remain a major security threat in the region. Plateau, Kogi and Benue states are considered volatile areas. Because of this year’s general election, the Federal Capital Territory, Abuja may continue to witness civil unrest and protests. The situation in Nassarawa may escalate into lootings and violence as security conditions in this region can and do change rapidly. Our advice is to exercise caution and monitor local media on breaking events and latest happenings to stay safe.

Northwest

(High risk)

Rape and kidnappings seem to be on the rise, and there have been recorded occurrences of militancy in the region. With the death of a suspected robbery kingpin, Kane Mohammed, alias “Dan mai-keke”, incidents of robbery and armed banditry are expected to abate, for now. Fire outbreaks remain a risk to businesses in this region, and an attack by gunmen on motorcycles in Katsina State might heighten instability, which would then pose a renewed threat to road travel in the region.

Highlight: Pandemonium in Katsina community as gunmen on motorcycles kill four persons.

Advisory: Ethno-religious crises and other transnational crimes plague this region, necessitating increased military presence, as the Nigerian army continues its peacekeeping efforts in the territory. Road travel is susceptible to threats of kidnapping and armed robbery, and where possible, travel in and around Katsina State may be put off, until the current issue on ground is resolved. Travellers are advised to take caution and avoid night trips as much as possible.

Northeast

(High-Extreme Risk)

The reign of terror by the radical Islamist sect Boko Haram in the region continues unabated. The military launched an offensive to deny the insurgents in territory. The terror sect may be making gains and inroads, occupying previously safe territories, infiltrating villages and terrorising the populace. Other forms of violent crime persist in this region.

Highlight: Borno State Governor, Mr. Kashim Shettima visited Buhari, wept over the return of Boko Haram insurgents in the state.

Advisory: We strongly advise against non-essential business travels. Where necessary, a robust, context-based security programme is recommended, and all road trips should be undertaken with extreme caution, especially those that pass through communities bordering Chad, Cameroon, and Niger Republic. Threat conditions can be severe.
