Fenerbahce are hoping to convince Arsenal to let them take Mesut Ozil on loan for the forthcoming season, paying a portion of his wages and offering no upfront fee.
Gunners boss Unai Emery is hoping to move Ozil on during the summer transfer window as he became a fringe figure for much of last season and is the highest earner at the club, pocketing £350,000-a-week.
The Germany international made 35 appearances for Arsenal last season, but only 24 of those came in the Premier League, and his six goals for the season represents half the amount he managed two years ago.
